At the moment it's just dead code - it's not called from anywhere.
As far as I understand the source, it is bound to the "load-aircraft" command. So I guess that it is intended to be called from an xml file, presumably a menu or a dialog. Maybe Erik can elaborate because CVS annotate reports his name in front of the function :

The comment of rev 1.2 is : "A first stab at an aircraft selection dialog"
I couldn't figure out the proper initialization order after loading of the aircraft. I never looked at it again after that.
