Yes and no.
(1) no, some of the dialogs will not find place in 640x480
(2) just like a few other dialogs ("Fuel & payload" (depending on a/c),
"Weather Conditions")
(3) using fgfs with this resolution is nonsense, anyway; those who do are
merely using the --game-mode option and don't know that fgfs can run
in higher resolution (don't laugh! We had someone on IRC! He was very
impressed when he first tried fgfs without this option. ;-)
(4) there are no HW accelerated graphics cards that can't work in higher
resolution, and someone who has only 640x480 resolution, does probably
not own a computer that will run fgfs with >= 1 fps, anyway
(5) even if there are really people using 640x480 out there: they can
still work with the dialog: Just click anywhere in the dialog, drag it
and release the mouse button. Isn't that the same thing they would have
to do if I used a smaller dialog with scrollbar? So these bigger dialogs
make no difference for these fictitious 640x480 people, while they
make a BIG difference for the sane (and very real) majority.
(6) so, yes; it'll sort-of work for 640x480, too. :-)
BTW: there is also your requested scrollable text field. And if some
maintainer feels like using it for the keys, I won't stop him. Looks
