Can you try 

  $ strace -fF -eopen getelev some-file

and see which XML file is loaded right before the "not well-formed" message
comes? Again: getelev doesn't do *anything* with XML.

That would be alarming. Not the 5.8.5-12. But the FC. (RH has a really bad
reputation for delivering broken stuff. Disclaimer: I'm biased. :-)

No idea. This is a short & simple perl script. It doesn't do much. And
it works here. Maybe you could try with the Perl debugger and send me
the relevant output privately (gzipped, if it's big).

m.
