If we look at /systems/electrical/outputs/
we get gps to null when volt=28
we get gps to 60 when volt=60

in gps.cxx we find Line 102
 _electrical_node = fgGetNode("/systems/electrical/outputs/gps", true);

I am far be expert, it seems that gps needs a good electrical  value, is
it right ?
