I'm not sure what you have, perhaps it's an old snapshot. The CVS logs show that all the files in the clouds3d directory were removed on June 25th. It's an old implementation. Really, if you want to use real "bleeding edge" stuff, then you want to be checking the files out of CVS directly. Cygwin contains a command line cvs client that will work with the directions you find on the website.
