Just a quick note: Such a platform providing a space for the different customisation projects is in the works and to be launched on http://www.custom-scenery.org
However, with all the different projects going on (organisation of the scenery database, I'm working on TaxiDraw and have a lot of non-FlightGear related work on my back) I can't say definitely when it'll be ready. I hope that we can launch it sometime in Spring 2006.
