The file TACAN_freq.dat.gz contains the wrong frequency data for our
use.  It contains the ground reply channel frequencies, as we are using
the frequencies to look up TACANs and VORTACs in nav.dat.gz and
nav.dat.gz uses the VOR channel frequencies.

Attached are modified TACAN_freq.dat and carrier_nav.dat files.  I
didn't do diffs because every line in both files changed.

Note that not all TACAN channels have VOR channels assigned,
specifically channels 001-017 and 060-069 both "X" and "Y".  I left
these channels set to the ground reply frequencies, but multiplied them
by 10 to avoid conflicts with the VOR channel frequencies.  The ground
reply freqs are in the 900-1200 MHz range, so this is appropriate.

With these two files installed you can use the TACAN system to fly TACAN
and VORTAC on the correct channels.  The carriers will still show up on
025Y and 029Y, but you won't pick up China Lake if the Nimitz isn't
active as it has moved to its correct channel, 053X
