If you mean can you write the binaries and data to a cd and run from there, then yes (nothing needs to be written to the place the app is installed). Scenery load performance won't be up to what you'd get from hd, but it's fine for demos where you don't want to install everything.

If you mean a bootable cd complete with os and flightgear, then the answer is still yes, but there's more work involved since you need to handle hardware detection.
