OK, this is partially fixed in CVS now. fgfs --airport=KCGS will now put you on the helipad (at KCGS), since that is the closest to the default heading of 270. I'll wait a while for any objections to my proposal to default to a proper runway where available instead of a helipad when setting runway from heading before committing that bit, which would then put you on the runway proper.
