What you describe resembles me of the white flash lights that sit on top of newer control towers. The old-style rotating beacon I was talking about, sitting on top of the control tower in EDLE, is clearly to identify from 5 to 10 miles, depending on the visual conditions. It even might be easier to get aware of the beacon at bad weather because haze or fog are building sort of a 'corona' around the beacon, amplifying its effect. To make one point clear: I'm not saying that the beacon is siginificantly brighter than every other light in the area but it looks pretty unique and fulfills its purpose to help the pilot identifying the location of the field, at least when you know a rough direction where to look at, clearly enough to report "field in sight". > 3.
