It's perfectly legal what he's doing. You are allowed to sell GPLed
software as long as you follow the terms of the GPL (one is e.g. to tell
the customer that the program is under the GPL - and he's doing that at
the top of the page)

And 2$ is a very fair amount for 3 DVDs.
