No, wait. That doesn't make sense. If it is unchanged, then no proxy
needs to be tricked into updating it anyway. Hmm. But maybe the js file

It's timestamped, it's just cached more aggressively by browsers. The only real solution is to rename it (your scheme of choice) every time it updates. Similar to DNS serial numbers.
