well i think that you would need "dense" clouds to do that so you could just check for the altitude and see if it is within a cloud layer.
Also i have seen pictures of ice on aircraft in flight and they were nowhere near a cloud. For example the contrail is a result of high moisture in the air and that doesn't mean that contrail only happen in the clouds...
