I didn't see anyone reply so I thought I'd throw in my quick 0.02 ...

Not having checked this, I would think that if you are getting consistent
frame rates, the value of /sim/time/elapsed-sec should also be consistent,
and visa versa.  Unless there is something numerically odd going on and [for
instance] it's updated by 0.0 seconds on one frame and then for the next
frame it's updated by the time elapsed for the past 2 frames, repeat.
Something similar to this was causing severe (but consistent) jitter with AI
planes in the 0.9.10 version of FlightGear.
