This exact code copied into my keyboard.xml works for me,
with latest fg/plib (SDL, not GLUT) and fg/osg. There's only
a bug in fg_os_osgviewer that makes it disrespect the
<repeatable> flag>.

  $ fgfs --aircraft=KC135 --trace-write=/instrumentation/comm/ptt
  TRACE: Write node /instrumentation[0]/comm[0]/ptt[0], value"1"

Yeah, that's a bit messy. For those keys where there's a separate
symbol for the shift level, the <mod-shift> doesn't work.
