I guess you're referring to the fact that this option is not available through 
fgrun? That being the case, it would always be possible to add the specific 
property to the preferences file.I don't really have the example at hand, but 
I guess something like 

<sim>
    <frame-rate-throttle-hz>30</frame-rate-throttle-hz>
</sim>

might do the trick. Note that I didn't test this at all, but it might be worth 
a try.
