I just had a quick look at the config (and stand-alone YASim output) and it does look as though the elevator does have too much authority. Try changing the hstab lift and drag values to 1.475 1.5 respectively. This should increase the Approach Elevator (norm) from -0.461570 to -0.777591, effectively reducing it's authority. The autopilot altitude modes will probably need some re-tuning though. A big problem with joystick/pedal/control surface sensitivity in a sim is the lack of force-feedback (or force-input for side-stick controllers) from the stick/pedals.
