For a flightplan-like script I made, I use the ones for GoodWay Xplane (http://www.xpgoodway.com/), I asked for the use of these files to the devs of GoodWay and they accepted without any problem (including that my script is GPLed and intented (;)) to be used by anyone), you may contact them again to ask. Using them I found that they include some waypoints unknown by our own fix.dat, so I decided in my script just to ignore them. The syntax is similar to nav and fix.dat we already use.
