This change isn't right and needs to be reverted.

The extra zeros are the ground reply frequencies for those channels.
The ground reply frequencies are used to keep channels 1-16 and 60-69
out of the VOR frequency range as those channels don't have VORs
associated with them.

The change you've made duplicates many frequencies, for example 12Y was
109900 and you've changed it to 10990 which is already (correctly) used
by channel 36X.  This change also affects carrier_nav.dat.
