I forgot to mention that with Csaba's update , you can add :
<groundradar>
<name>groundradar</name>
<airport-id-source>instrumentation/groundradar/id</airport-id-source>
<range-source>instrumentation/groundradar/range</range-source>
</groundradar>
to an instrumentation.xml file ,
and the groundradar uses these properties to draw the airport diagram,
otherwise it defaults to the sim/tower/airport-id.
