FYI, I have already changed this in my local copy of FlightGear. Some new 
changes to the AI code required a more fundamental change here. Currently, AI 
aircraft remain active, even when parked, because this allows for much better 
control over the animation. 

As mentioned previously, I still need to clean up the code a bit more, but I 
hope to commit these changes shortly.
