I would also add, that it can be the right time to publicize the
current endeavors and reflections, (instead of complaining
about missing features), so external developers may have
a better chance to know which valuable help they could
bring to our project.

I think a short news (10 to 20 lines) uploaded on each entry
page of our large network (forums, official site, wiki, SF...)
would do it at a small cost.
