No cloud... so no rain / snow.

To be more realist, I check the cloud layers presence.

Precipitation doesn't use the weather scenarios directly.

I use only the weather informations about precipitations and of course
cloud layers.

In fact, we have :
None           |
Fair-weather   | => Set the weather informations   => Precipitation 
METAR          |     of weather manager               manager
Thunderstorm   |                                      read these info
