Are you running with /environment/weather-scenario set to "Fair Weather" by any
chance? If so, try changing /environment/weather-scenario to "none".
I made a number of changes to the environment code to respect
/environment/weather-scenario properly. Previously it was pretty inconsistent.
If you have "Fair Weather" or "METAR" set as the scenario, then these will now
over-ride any cloud cover you've set yourself.
it may be that we need to consider some precedence between
/environment/weather-scenario and setting cloud layers explicitly on the
command-line. I haven't looked at that code though, so I don't know what my be
possible.
