For what it's worth, the USFS (US Forest Service) at least in one location
has invested heavily in a networked group of flight simulators used to
practice water bombing procedures, communication, techniques, etc. They
currently are not using Flightgear for this purpose. However, here is an
example of how this features is used to train real pilots doing a critical
job and hopefully helping to save lives.
