yes. there is no _standard_ mapping of the data type time_t to any 
standard C/C++ data type.

i.e. time_t may be a struct (for instance for  compilers which cannot 
handle 128 bit time_t).

One should not guard <time.h> with an HAVE_WINDOWS_H because time.h is 
the correct header. See
