I wonder if some existing organization may fit that role already. Maybe as an example the Free Software Foundation could handle those things. They work for free software, are arguably trustworthy, have branches all over the world and loads of experience in such matter. I don't know if they would help, if we want to trust them and if it's at all possible, but it may at least be worth a thought or two.
