Not that I'm aware of.  I don't see any reason why not, except that it
does require someone to take on the mentoring responsibilities.  Maybe
that has been sufficient discouragement in the past:

If someone would like to mentor students on FGFS projects, but nobody
else is comfortable taking on the Administrator role for FlightGear as
defined by the gSoC program, let me know.  If someone has a student
project in mind for which I would be the ideal mentor, feel free to
tell me about it ... because I don't have anything in mind and by
default won't be applying for mentorship.
