I guess that this makes FlightGear fail the first test if it was to be 
entertained by the FAA as a simulator.

What has been "ballooned" before is the concept of having "groups" or 
"channels"...

eg
1) kidz local after battle zone 
2) curiosity and atc and newbie
3) experienced..  and vAirlines

Thereby the callsign could be en-forced.

For that we'd need a web service. which is pretty simple to set up.
