Heh, I actually noticed my name on the list in time to respond this time! Yes, this is exactly right. The effectiveness is just a scalar multiple on all force produced by the component which is otherwise (mostly) linear with surface area. It's a useful lever for tuning, but if you find you need to go beyond a factor of two (i.e. 0.5 - 2.0) I'd look elsewhere for the problem.
