Not quite sure about the sim itself, but I believe the sim isn't waiting for
valid METAR before selecting the start-up runway (or it has a timeout and
doesn't always wait long enough).
AI traffic always waits for valid METAR, no matter how long it takes, to
avoid an immediate change of active runway. I guess that's why the sim and
AI traffic sometimes select the different runways - and why the AI traffic
is instantiated with some delay after start-up. Could be solved by waiting
for METAR before selecting the sim's runway - which may mean a longer
start-up delay though...

I would call this a good update.
