I don’t know who gave permission for this, but recent Fokker100 is distributed with GPL3 LICENCE.txt in fgdata. Also other aircrafts do. Anyway, I think all the aircrafts in fgdata have to be distributed under GPL2, because the main project/repo on gitorious is still GPL2 and not GPL3. And GPL2 does not mean GPL3, nor "GPL2 and later", nor GPL1000 in one tousand years.
