There's always someone available to continue the stuff I'm currently
doing or at least to carefully hand the ownership over in case of
'major loss of ressources'.  Anyhow casting the procedures into a web
frontend is certainly beneficial also in this context, because it makes
everyone's life easier.

Shapefiles go into a PostGIS database, the "Landcover-DB" behind "The
FlightGear MapServer". Actually it's exactly the same database which is
also holding our 3D Scenery models and, among more stuff, an import of
the OpenStreetMap Planet Dump ....  currently 157 GByte in total  :-)

The procedure to import Shapefiles almost automagically (cleaning,
cutting an accurate hole into our land cover, ....) is an item I've
been spending most of my FlightGear-related spare time over the past
months.  Things are not stable yet (and I'm currently side-tracked by
real-life 'adventures') but as soon as it has matured, this procedure
will most likely also call for a clever web frontend.

Well, you should be aware that developing infrastructure for Scenery
work might be a bottomless sink because there's sooo much to improve.
Nevertheless your plans sound like an awesome start.
