Well, what I am (we are) having in mind is to provide some sort of a
"scenery root node" to FlightGear in the way like you're typically
referencing OpenFlight scenarios.  This _might_ lead to different
scenery formats in the long term but there's no reason which impedes
providing such a feature by replacing directory names and STG-files
with a slightly different 'metadata' infrastructure around the same
flavour of BTG-files we're using today.
This would at least serve as a start, simply by moving the Scenery
directory logic out of hard-coded source into the Scenery itself.

But until we're starting to target the directory logic, there are more
pressing issues to solve ....
