Everything you mentioned sounds like bug fixing to me, not adding new 
features. That's actually, what the feature-freeze period is for: fixing 
the most prominent bugs in existing features. I'd consider local weather 
an existing feature and fixing bugs in the implementation during the 
feature freeze sound good to me. And there is even more time to fix 
remaining bugs after January 17th up to the release.
