Of course, fixing licensing issues counts as a bug-fix.

Git is frozen already (= bug-fixes only), we'll create the branch on 
January 17th to open the main branch for development again, while the 
release branch remains available for further bug-fixes (only!) until 
February 17th (http://wiki.flightgear.org/Release_plan).

Please lets not make a huge fuss out of this issue: of course, 
everything in the Git repository needs to be under the GPL. If a file is 
not GPL-compliant, it must not be committed to Git, not even 
temporarily. If something has slipped in anyway, please fix the issue 
(remove or replace the file) and end the argument.
