The reason I didn't just label it "material definitions" was that I
don't think that
a new user is going to understand what that means, while the concept of
different textures should be familiar to people who have some background
in graphics, or gaming.  I agree it's not completely accurate.

Something like "Scenery library" is a bit too generic, and might be
confused with
scenery itself.

A tricky one to get right.   I'm open to other suggestions.

I thought about this, but came to the conclusion that it wasn't worth
the additional coding
time.

As far as I'm aware, non-developers aren't using locally customized materials,
and anyone creating their own materials files shouldn't have any
problems adding a new
definition to the dialog if they wish.

Of course, if anyone would like to add this function they are very
welcome to do so.  It's just
not high on my own priority list.
