When I try to submit a building to the scenery database this error is returned

FatalError : FALSE
Error message(s) :
a.. Your XML must start with <?xml version="1.0" encoding="UTF-8" ?>!
Needless to say my xml file does start with that line of code e.g.
<?xml version="1.0" encoding="UTF-8" ?>
<PropertyList>
<path>WartonFlightSheds.ac</path>
<animation>
<type>range</type>
<min-m>0</min-m>
<max-m>10000</max-m>
</animation>
</PropertyList>
