That indicates that you've explicitly requested static linkage, in which
case I would recommend substituting fltk-config --ldstaticflags, whose
(slightly redundant) output includes -ldl:

$ fltk-config --ldstaticflags
/usr/lib/x86_64-linux-gnu/libfltk.a -lXext -lXft -lfontconfig
- -lfontconfig -lXinerama -ldl -lm -lX11
