Hello Geoff,
                     I've improved landmarks of Buenos Aires (roads,
trains, trees, etc) by accessing our national geographic institute (that
data is free and open) and I've noticed that, that kind of information is
usually present in the municipality web sites of your area of interest, I
may be a good idea to start explore that possibility and eventually try to
find a contact in the area of interest that may give you the files.
