If you just overwrite the existing CVS files you should be fine. Of course, this is assuming that the only files that will have their dates changed are the new ones.

Go and nag your ISP as soon as you can. Mine said "Gee, I've never seen that before." and wouldn't believe that I really had a problem. Once I was able to convince them that there was a problem it was fixed in a couple of days. If you know of someone who uses your ISP, see if they can connect to the CVS servers. My problem seemed to be localized to my city.
