By that remark they are trying to make clear that it is not a good idea for individuals to try to contact Airbus/Boeing for every question that comes to their mind, and that makes of course sense - otherwise they would receive hundreds of such eMails each day ...
But you will really need to explain how the data is going to be used, so you would for example need to explain FlightGear's modular architecture and how various flight dynamic models can be fed with such data to emulate an aircraft's flight characteristics.

Don't waste your time. Others have tried this (including me) for years, with quite a few manufacturers. There are a number of reasons why aircraft data are not released.
I think this discussion was not so much about releasing any data that is not publicly available, but rather asking for the explicit permission to (legally) use (already available) (performance) data, possibly extracted from sources such as an aircraft's AOM. So, essentially we wouldn't be talking of releasing any new data !?
