The F-104 needs fuel in the tanks. You can add the fuel at the command line,
or you can paste this into the f104-set.xml file:

<fuel>
<tank n="0">
<level-gal_us archive="y">500</level-gal_us>
</tank>
<tank n="1">
<level-gal_us archive="y">500</level-gal_us>
</tank>
</fuel>
</consumables>
The engine should then be running at startup.
