Hmm... I just had another look at your lsmod o/p to check if if the agpgart module was being used and it looks like it is - by via_agp. I'm using an via chipset mobo too but I compile the via chipset support into the kernel as opposed to agpgart support, which I compile as a module. I dunno if this gets you anywhere but it might be worth trying. Do you have POSIX shared memory support enabled? This comes under Virtual memory filesystem support (former shm fs). I believe this is required for the ATI drivers.
