The first thing I suggest is that you update your sound drivers. Windows XP and even the sound drivers that come with the hardware are normally too outdated/broken for OpenAL to work with.
The biggest culprits are these cheap audio devices that are built onto the motherboards. The AC97 being the largest problem of all with regards to broken drivers. Try find a audio driver that was released in 2003 or later.
