Not necessarily. The --fg-scenery accepts a list of directories separated with colons, i.e. --fg-scenery=dir1:dir2:dir3. An object is searched until it's found in one of the dirs. That's correct. The scenery tiles are the 12345678.btg files, while the airport terrain is in the ICAO.btg's. What worked for me were the steps (adapted to the new formats and tools) from David Magginson's scenery building tutorial (http://www.terragear.org/docs/scenery-tutorial/fg-scenery-tutorial.html) until the actual build of the scenery. After some hours I canceled the build process (which was/should have been restricted to a 1x1 degree area) since there were no indication when it would finish. But maybe your mileage is greater.
