As far as I know, the "/sim/time/elapsed-sec" property starts at zero when the sim starts. I think it also resets to zero if you reset the sim, but I'm not sure about this. Can you be a bit more specific? What do you mean by "apply an offset equal to -1 times the starting value"? What is it exactly that you want to do?
