Check out Total-Commander ( http://www.ghisler.com ) its a file manager
with built-in support for opening tar.gz files.  I prefer it to the
standard windows explorer or Winzip. It replaces both, and runs under
Wine on Linux as well.

That's it.  Winzip even handles these files, I think.
