Concorde (in flightgear and in real life) cannot landing with full fuel tanks 
(and fly very badly). Then, by default, concorde weight is ok for a landing. 
to have full tank add this to your command line
--prop:sim/presets/fuel=1
take a look at $FG_ROOT/Aircraft/Concorde/readme
