You don't have to write that into a file. You have to start
FGFS, then goto File > Browse Internal properties and set the
property /sim/presets/fuel to 1.

Under File > Browse Internal Properties, I can indeed go to
Sim > Presets: BUT there is *no* entry for "fuel", AND no
editor to enable another entry; i.e. I cannot enter "fuel".
All that the GUI seems to do is to allow modifying *existing*
entries -- and there is no entry for "fuel". :-( [!!!]. What
now? Please help if you can.
Sorry, I did not try that with Concorde, I just interpreted the phrase.
At least you've taken a look at the property browser :-)
